You should make it there at first light (around 5:45 - 6:00 a.m. DST). During low tide is best from 5:30 - 11:00 for the smelt and mackerel. Crabbing should be good mid morning on.
The way you get there is to go up highway 101 north, to the golden gate bridge and exit Alexander Drive (first exit past the vista point). Make a right on Alexander drive, then first left on Danes Drive , then first right on Bunker Road . Go all the way down the hill to the stop sign. Make a right at the stop sign and you'll see the coast guard boats and pier.
Bring regular market shrimp, anything sized 50-60 and smaller. You'll also need floats/bobbers, size 6 hooks (3 on a line) and a two ounce weight.
